Board of Directors

Board Members

The District is governed by a Board of Directors consisting of five individuals who are residents or owners of property within the District and are elected by voters within the District. This Board of Directors sets the policies of the District. The accounting and reporting policies of the District conform to accounting principles generally accepted in the United States of America for state and local governments as defined by the Governmental Accounting Standards Board.

Dwight Osteen

President (term expires 2021)
Dwight has been a resident of Normandy Forest for a year and was elected to the MUD Board in May of 2017. He is the owner of Polysom Services, a Medical consulting company, and a Clinical Sleep Educator & Board Registered Polysomnographer.  He has been a resident of the Spring area for 15 years, and has served the community through volunteer efforts with Junior Achievement.

Thomas Pratt

Vice President (term expires 2021)
Thomas has been a resident of Normandy Forest for over 18 years. As a new MUD Board member his goal is to work towards shaping the district into a professionally run entity with its focus on doing what is in the best interest of the community.
He has been an IT Consultant and VP of a Network Solution Provider in Houston for 16 years and is a detail oriented perfectionist that’s always willing to help make things better.

Troy Zuckero

Troy has been a Normandy Forest resident for 17 years. He has worked on the MUD Board for 7 years and is currently serving in the capacity of Treasurer. Troy received a BBA from Stephen F Austin with a major in Computer Information Systems and a minor in Accounting, and received his MBA from the University of St. Thomas with a major in Finance. He has worked as an IT executive in the Financial services industry for 25+ years. He holds a PMP, FLMI, and an IROP.

Denean Bennett

Director (term expires 2019)
For the past 9 of her 13 years in the Normandy Forest Subdivision, Denean has served our community on the MUD Board. She is a graduate of Northwestern University’s McCormick School of Engineering. With experience as a Certified Project Manager and Process Analyst, she is presently using her expertise to lead her church’s Youth Ministry and to serve this community and Board as Secretary.

Rich Doll

Secretary (term expires 2019)
Rich has been a resident of Normandy Forest for over 20 years. He has served on the MUD Board for 14+ years.
